I tried again just to see if anything had magically changed since yesterday, which sounds silly but this sort of thing can sometimes happen with computers. Windows then tells me that the driver is up to date. I clicked to update driver anyway, which I had already done but thought I'd try again. However it is a newly installed driver that windows 7 found when I plugged the phone in, in fastboot mode.
